Mailing list members are people that have registered for a certain mailing list to receive regular email messages, such as weekly newsletters. If the mailing list client application that is used to manage the list permits it, you can also authorize mailing list members manually, but in this case such email messages may be considered as being unsolicited and reported as spam by the users. Basically, these members can unsubscribe from a list by clicking on a link in the email messages they get, or you, as the mailing list moderator, can delete them manually in case they ask for this or if you decide that some of the mailing list members should not be part of the list anymore. Each member will be able to see only their email address in the "To" section of the emails they receive, but not the addresses of the other mailing list members.
